You have to complete Daren's rainbow, which will resume ferry service to the island and bring Pascal back. This will also bring new villagers on the first and 15th day of the season.

No problem. ^^ You can also travel to West Gull Island after finishing Daren's Rainbow, which leads you to Colin's Tree.
