Introduction
The coming of a Third World War had been expected for years - however, it came quickly once announced and many were left in extreme devastation. New York City, housing the United Nations Headquarters, was one location of many with the heaviest damage done. Millions died in the war, many innocent and many soldier alike. There was no way that America, having just come out of a World War, had the resources to start putting such a disaster back into place. With the amount of damage done to New York City, it was unlikely the city would ever see it's previously prosperous days again.
Three years after the war, in 20XX, New York City has remained untouched by government as they'd attempted to put together an establishment for survivors and governmental leadership elsewhere, anywhere with less damage. However, from the remains of New York City, several beings have begun to turn up - these beings look just like a regular human. Except, in what they were created to do, they are the farthest thing from human - they are live weapons, cast aside under the impression that they would die off in the war.
Entrances to the city were blocked off with barbed wire, an attempt to keep people away from the ruin that New York had become. Despite this, thugs began to enter the city and were now competing with these governmental projects for survival. Either they befriend the subjects, feeling pity, or they fight them, feeling disgust. Most subjects have decided to stop fighting one another and have taken to fighting against the thugs - now, it's a war between the runaways and the scraps of abandoned life.
TERMINOLOGY
RND - Richmond Narcotics DepartmentThe Richmond Narcotics Department came into effect after all tours were halted from the remains of Fort Richmond (Battery Weed), which was then overrun by a group of scientists who claimed to be using the facilities for important drug research - now laced with barbed wire and electrical fencing, the old military base became the research facility for government agents and scientists infatuated with the idea of creating a military weapon out of humans.
The main goal of RND was to create a human who lacked any emotions whatsoever, enhanced greatly with abilities unlike any other human, and designed solely to fight in the up coming war. Single-handedly, these weapons could take out armies at a time. Or, that was their dream goal, anyway. The subjects of RND may have been gifted one or two special enhancements over other humans, but there's nothing beyond malfunctioned experiment results left to mark the children of RND.
Fort Richmond/Battery WeedFort Richmond plays a large role in the story as being the facility at which each and every subject was created. Though, after and during the war they had began to find ways to escape, so it's now mostly empty, the old remains of the abandoned military base still remain - the entrance ways and walls are lined with barbed wire, electrical fencing and other hazardous traps.
Identification CodeIdentification codes are black serial numbers, unique to each subject, that are printed across the hip of the subject. These codes date the subject, identify them, and become their title. Subjects are unnamed, and their progress is recorded under their serial number. The names also keep track of which subjects are from which years.
A standard identification code appears in the format
P-49XX-XXX. P stands for PROJECT, the middle number tracks the batch of subjects, and the last number is the distinct number of said batch. The last number ranges between 000 and 250. The center number also states a subject's general age range. Age ranges can be found below:
4965 - 4970 : 23 - 25
4975 - 4980 : 20 - 22
4985 - 4990 : 17 - 19
4995 - 5000 : 14 - 16
Common Abilities/Disabilities Among SubjectsBeing one of the many projects involved in RND, each subject has been grafted with some common traits, though their main focus will likely be very unique to one subject alone. Common abilities and disabilities among subjects include superhuman strength (unless otherwise noted in their character application - most will be above or at average in STRENGTH), or the inability to communicate with others properly (unless otherwise noted in their character application - most will be average or below in COMMUNICATION and/or INTELLIGENCE). Some may be programmed to be insanely smart or agile, as well, which needs to be stated in character application.
Another common disability among the subjects is their inability to feel emotion. Those from older batches will feel this stronger than those of newer groups as they have only recently lost all sense of emotion. Those that are older may have difficulty relocating their ability to feel emotion and are less likely to befriend others. Older, less emotional subjects are likely to perform better in combat.
PROGRESS RATEProgress rate is determined by the overall progress of a subject in their testing. No single subject is created to be perfect in each area. A scientist can only work so hard, and in order to make any given area ABOVE AVERAGE, they have to focus hard on that given area. At most, a subject can have
two above average areas. If this is the case, the other stats must be either both below average, or one can be at exactly average while the other is below average. It is impossible for any subject to have all stats below average - if this was the case, the subject would have had no testing whatsoever. This would be both a waste of time and effort.
Below are several ways to produce a progress rate.

*A special case for those in the P-5000-XXX range. These subjects were too new and were unable to be tested properly, so they are too new to have any sort of rating above average - however, they did have a key area in which they were being trained in, so this area is slightly above the rest.
RULES
- Due to the nature of the roleplay, it's likely going to be somewhat violent. However, language must be kept mild, despite that most runaways to a lawless city would talk trash (trust me, I know, but this is mainly a Harvest Moon based site and will be harboring a range of ages, yes?)
- The main genres are sci-fi and action. Remember, subjects were raised to fight, and have been deprived of emotions. It takes them a while to learn and accept new feelings from interacting with humans.
- Please try to remember that the characters are very uninformed of the world, so things like cell phones, make up, fancy clothes, etc. aren't readily available, nor will they be anyone's main concern. The main concern is survival, finding a meal to get threw the day on, and finding a sheltered place to sleep for the night - it's a survival story.
- At least a paragraph per post, but I will probably be quite lax on this rule. Just, try to make your post semi-decent, okay? Like, four sentence minimum (that's really not too much to ask).
- You may do two characters (this may be upped, depending on how many people join - seeing as this probably isn't going to be a genre that anyone's interested in), males and females, thugs and subjects alike (but please try to keep gender balanced and try to keep more subjects than thugs)
